The Punjab State Power Corporation (PSPCL) has issued an invitation to bid for the installation of 31.37 MW of rooftop solar power projects at various office buildings, along with 66 kV grid substations, hydro projects, and thermal projects
The bids must be submitted by March 14, 2024, at the latest. Next day, bids will be opened
The earnest money deposit requirement for bidders is 2% of the project cost, up to a maximum of ?20 lakhs. Except for Package 7, whose cap is ?800,000
10% of the project’s total cost will be withheld by PSPCL from the bidder at the time of the project’s successful commissioning. This sum will be used as maintenance performance security. The site survey, design, supply, erection, testing, and commissioning are all included in the scope of work. For grid-connected rooftop solar projects, it also entails offering a guarantee and a five-year complete maintenance contract
The necessary parts of a grid-connected rooftop solar system in the context of this tender include, but are not limited to, the following: inverters/PCU, module mounting structures with a minimum ground clearance of 300 mm at the lowest point from the roof surface, and regulator-compliant mono-crystalline or bifacial solar modules in the required quantity
The installation of rooftop solar projects with capacities between 100 and 500 kW was found to have an e-tendering procedure discovery rate of ?50,072/kW, GST included
Any agency under the direct or indirect supervision of the federal government should not place bidders on a blacklist
In the three years after the proposal submission date, they should have demonstrated a track record of developing, supplying, installing, and commissioning grid-connected solar power installations with a combined capacity of at least 1000 kW. Before submitting a bid, they also had to have finished at least one project with a capacity of 50 kW or more
A scanned copy of the commissioning certificate from the client or owner must be submitted by the winning bidder
The bids of only those who satisfy the minimal technical eligibility requirement will be considered for determining the L-1 (lowest) price
